Customize the theme for your organization in business central

Hi Community,
 
I have a problem when I update my theme almost all users can see the new theme, but one specific user does not update it. Do you know Why?

    Are these users not in same Microsoft 365 Groups?
    Or is this user an administrator or an external user?
    For example, same environment: The first is an administrator, the second is an external user, and the third is an internal user.
     
    Hope this can give you some hints.
