License Plate Label Fields Blank from Production floor Report as Finished

When a production order is reported as finished from the production floor execution screen we get License plate labels that are missing fields that we would expect to be populated. Work is created for this putaway task and has an assigned put to location but the license plate labels data shows those fields as blank and do not print on the physical label.
 
When we report as finished from the advanced warehouse app for other processes like subcontracted work we do see all of these fields populated in the data and on the label. 
 
 
Are we missing something somewhere? Having the location directives missing from the label is causing issues with putaway work being executed productively from our production out locations. I'm hopeful there's just a config we've missed somewhere.

    Is the work for the license plate of the first screen shot already executed?

    The license plate data shown appears to be the same before/after the work is executed. When Reported as finished from the Advanced warehouse app the expected/proposed location is shown in the to location. In both scenarios a location is shown on the work that is generated from the report as finished process.
