I know that I can run a shortage report. is there a report that will consolidate all short items from all orders?

Firmed Planned Production Orders - Shortage Report

You just defined "Material Requirements Planning" (MRP). I would suggest looking into the Planning Worksheet in connection with the Planning Parameters defined on the Item/SKU Card > Planning Tab. The Planning Worksheet looks at all the Items, their related Supply and Demand by date, and their defined planning parameters. It then makes suggestions based on what it calculates for shortages. It is a very powerful tool and will take some effort to get setup the way you want it to make suggestions, but once its ready it is a huge value add for your inventory/purchasing department.
