Is it possible to associate the phone call activity with an account or contact created pragmatically?

Yes, my friend I mean to say that only, so it will be like that,
> Get id of newly created account or contact
> Create your activity and set regardingobjectid as account or contact
Or update get existing activity and set regardingobjectid field using newly created account and contact and use Update method.

You need to first create account or contact and after that create phone call for that account or contact. or can update any existing phone call to use regarding for that account.
