Unable to Download Source from BC 20 on-prem?

Hi All,

I can be completely wrong here.

Version - BC 20.8

Environment - On-Prem

Extension Type - PTE.

App.Json Setting - 

 "resourceExposurePolicy":  {
                                   "allowDownloadingSource":  true,
                                   "allowDebugging":  true,
                                   "includeSourceInSymbolFile":  true
                               }
Issue - Customer and our developers see Download Source is disabled in extension Management Page. 
I am sure same extension allow us to download source from SaaS Environment but not for on-prem. Am I am missing anything.?

    Is that app created as runtime package?

    Looks like the Global Published As apps cannot be downloadable in OnPrem.

    Another option can be try with the Partner License instead of Customer license.

    Make sure to have EXTEN. MGT. - ADMIN permission set assigned.

    To fix this issue, make sure while publishing app use tenant and scope parameters.
