how to control override price on opportunity product

as Testsales who has no price override privileges

existing line item
- in opptyProduct form all fields are locked AND option is set to Override Price
- in grid allows price change assumedly because of the Override Price setting
new line item
- opens form as Use Default
- saves as Use Default
- save & close/reopen NOW Override Price

Why is it doing that? How does it even have privilege to change? How do I stop this from happening?
