Hi all,
I am preparing installing 3 MSCRM 2016 server Onprem (Dev, Preprod and Prod), my question is can i use the same MSDN Licence in the Dev server and in the PreProduction server.

From memory - The MSDN is a server license so if you had Dev and PreProd on the same server with different instances then you can
For DEV and PreProd, I believe you can use the MSDN license as this is (or was) the way Microsoft provided development and test versions of their software. This issue is if you are planning to use the MSDN license for your production server. You should check out your internal use rights available to you (assuming you are a Microsoft partner).
