How to dissallow users from Accessing the petty cash accounts and entering any cash transactions in GP 10

Absent the Account Level security module, you can only prevent them from selecting the petty cash account as a distribution account on a transaction. If the petty cash defaults on the transaction, it won't be prevented, but the user won't be able to otherwise select it.
To set this kind of thing up, you only need to open the Account Maintenance window, bring up your petty cash account and then UNCHECK the box 'Allow Account Entry'. I would also deselect all of the 'Include in Lookup' options. (see below)
It's not perfect, but it will help.

unfortunitly , there is no license for that as i can see .
Is there any other way around to make this restriction ?

Go to Tools>> Setup >> System >> Registration and check if the Account Level Security is there and unmarked.

Thank you for your suggestion .. i tried that , but i couldn't find the Account Security check box .

You can start with Account Level Security module, the module hides the accounts from users that are not authorized to work on, and show these accounts to the authorized users only. Take a look into the below article on how to setup this:
