Do all users need Pro or Premium licenses to view embedded to Sales hub reports from Power BI?

We have a request from our client to build the power BI reports and embed them to CRM (Account form). Simple users will need to read the data in CRM, just view the content (currently they all have sales enterprise licenses where they have free Power BI). Now we need to decide which licenses to buy for admin (report creator) and simple users. Admin user will create reports and share with users, users will view the content. Which license do we need for admin, Pro or Premium? Which license do we need for simple users? Thank you in advance
