Do warehouse workers using handheld scanners need a BC user license as well as a device license?

Unfortunately, I believe both are necessary. Because each warehouse worker needs to be registered in BC as a user. Then each device needs a license. 10 warehouse workers and 5 handheld scanners would cost 10 x $70 = $700 plus 5 x $40 = $200 or a total of $900/month for the client.

Would this be correct?

    Teddy, I was unsure of what you meant in your answer, so I looked it up in the Licensing Guide. Please see below.

    Dynamics 365 Business Central Device With the Dynamics 365 Business Central Device license, multiple users can use a device that is licensed with a Dynamics 365 Business Central Device SL to operate a point of sale device, shop floor device, or warehouse device. A single device can provide any of the following functionality in any combination. Device SLs do not include all the capabilities of the full user.

    Warehouse Device One device used for Warehousing functions: • Receiving • Putting-away • Doing internal stock transfers • Picking, packing • Capturing product attributes • Shipping goods plus performing inventory count checks in the context of a warehouse management system • Posting output and materials consumption against production orders when captured as transfers of raw materials and finished goods between a warehouse and a production line (all other types of transactions are excluded)

    Yes, they do because they are sending data to BC. Depending on how your scanner solution works with BC, you will either need one BC license for each device or only one license to send all devices data to BC.

    You also have option to have only Team Member license. This is also depends on your scanning solution (do you need to post, etc).

    On second thought:

    Business Central licensing: Do warehouse workers need licenses, even if they are only using the  handheld device and not accessing Business Central? I know with Mobile Warehousing the devices are charged by the vendor per month as well as Microsoft. I don't see it fair to also declare the warehouse worker as a BC user, if only using the scanner.
