I am trying to find a way of storing and then making files visible on a Portal. I basically am creating a self service portal which will have How to Guides and Videos on.

In the end i spoke to Microsoft about this and found you can store files inside the Pages of the Portal and then use HTML to put a link to it on the page.

You can use the out of box notes entity to display document. The other option is to keep using Notes entity but use Azure blob storage to actualy upload document. If you can wait for sometime then Microsoft is realesing out of boc integration of Portal with Sharepoint.

I also had to do such a thing and I hosted the file on a public Sharepoint directory and then on the Portal created a link to the file that was needed in each case.
Maybe this case work for you too,
