Hi Jane,
What I understood from your question that you want to make same instance which will be hosted as a Web and also accessable from on-premise as well.
It's not possible for online Microsoft provided Dynamics 365 as you don't have any server access for online dynamics 365 as it's in cloud.
What you can do you can manage your onpremise dynamics 365 as IFD.Give the access to another user using domain access credentials.

Please note that dynamics crm is not used for as like as common web application, users in dynamics 365 should be domain user access to login dynamics 365.
What do you mean with the same instance?
An On-Premise environment is deployed/installed on your own servers in your own corporate environment.
An Online environment is deployed on the Microsoft Servers in the cloud.
What exactly are you trying to implement?
