Looking for the setting to change a Tenant from editing in Excel to editing in Excel Online; can't seem to find it anywhere.

It does require an OnPrem Excel.

Actually You can use Excel online, but You have to move Your file to OneDrive/SharePoint first and open it from there (from web and not from mapped/synced folder on disk).
But true, unfortunately there is currently no option for opening file immediately in Excel Online .
Setup the SharePoint, then you will be able to edit the excel
