Hi, I created a custom activity called Event Participation which is tied to a Marketing entity, "Events". The Event Part. records can be tied to a lead or contact record.

Question is how can I bulk import these participation records in (i.e. after a tradeshow or webcast) and match with the Lead or Contact?

You can get a data import template for the custom activity to get the format of the required data.  You could also export the data from a advanced find or a view to see what kind of data is required.  The lookup field can be set with a guid and the optionset with the related value or name.
