Workflow is not being assigned to user

I completed my first approval workflow but after submission. It is not being assigned to any user but I have specified a user in assignment.

In history of my workflow the work items table is empty when I tried to reassign it says "WorkflowWorkItemActionDialog.run has been incorrectly called."

I do not know what I am missing. I found noting wrong in services too. Let me guide to fix this issue

My workflow batch job was not in status of withheld, changing it to waiting solved my issue

When the workflow makes it to this stage, does the status of the workflow stay as Started or does it change to Suspended?

If it is suspended, is there any detail in the blue info bubble on the instance's Workflow History page?

Just to confirm, if you actually just type your email address or login name into the Assign To field, does this create a task for you?
