2010 with ye 2010 install closed will not upgrade to 2013

There was a recent post about this by a user attempting an upgrade to GP 2015, who received the same error. It appeared as though applying the YE update had made what was formerly a straight path to 2015 a wait until a new code batched shipped. I took a quick look at the GP 2013 Upgrade Hot Topic page, and there is no upgrade path listed for the 11.0.2351 build yet.

as a result of a group conference call with payroll we planned to ride through ye on 2010 for our customers and asap move them 2013 for the ACA functions in 2013. this rather than rush them to 2013 before year-end. this seemed to be an acceptable concensus since 2015 did not even have the payroll update button finished or functional at that time. I know the way to fix not running under 2013 for ACA was to back fill totals, but there was no confirmation that the reconcile would not un-adjust them. I have 23 companies stuck here then waiting...? wow
