Dear Experts,
Is it possible to restrict staff from amending budget ie. Allocate more man-day than initial budgeted man-day?
by using these two fields : Budget cost and actual cost.

If you have granted permission to a User to edit Planning Lines that they could update Budgeted lines. Actual will only update when an Actual posted transaction occurs against a specific Planning Line.
You can give a User Read ONLY permission to the Job Card and Planning Lines.

Hi, you can set the modify or delete permissions to the table in the Permission Set, but it cannot be precise to the fields.
If you want more detailed control, you need to customize.
