web resource to upload attachments to notes

Hello

I have a requirement to add attachments to entities. I understand that the built in method is to use notes. However for my requirements I need to be able to have a more controlled environment for uploading that allows tagging and archiving. I need to be able to have only 1 attachment per record, If a user uploads another , the first one shall be classified as (archived) and the new one gets the tag active. I am not sure how i can go about adding more fields to the annotations entity to create this behavior. Does anyone have any experience doing this kind of thing? i think i will probably need to use web resources to replace the standard notes interface to display active or archive. but i also need to somehow add more fields to the notes entity?
