That's a known issue already fixed.
The hotfix (400566) will be included in BC 18.2 version.

I checked the Microsoft site for hotfixes but nothing matches. The best solution is to submit a Support ticket to Microsoft for assistance.

I have tested it with a copy of production and in a sandbox. It is the same also in other projects. I think this is a common problem. Removing the fact box didn't help either.

I tried testing this in a Cronus Sandbox and cannot recreate. Do the following, in your customers database, open the Cronus Sandbox and test this out. Also, have you tried removing the Item Attribute Fact Box and re-personalizing? Does this happen to all users?
Just some ideas.
