If I currently have Microsoft Dynamics GP 2010 and I upgrade to 2015 will workflow automatically be installed?

You can configure Workflow in Dynamics 2015. Find the below link to check the tutorial on the same

Workflow 2.0 is part of the core product so will be installed by default.
If you want to use Email Actions you will need to install Web Services for Microsoft Dynamics GP separately.

Yes, it will be installed, but you will need to configure it.
