If I currently have Microsoft Dynamics GP 2010 and I upgrade to 2015 will workflow automatically be installed?

Yes, it will be installed, but you will need to configure it.

Workflow 2.0 is part of the core product so will be installed by default.
If you want to use Email Actions you will need to install Web Services for Microsoft Dynamics GP separately.
