How can you add approval user to a restricted environment automatically?

Hello all,
 
Everyone recommended to have security group when create production environment to restrict certain users able to access environment and limit sharing apps ect. How can you add approval user for the whole tenant? without setting the security group to "none", Appreciated everyone.
