it is hard to troubleshoot with current information. if user was able to do so previously or in another company, something might be not working correctly in that specific computer. Ask user to log in another computer and try.
if issue remains on one computer, then ask IT to troubleshoot or possibly reinstall nav.
anyway, this is doesn't seem to be nav issue, you need to further troubleshoot.
