Apply transport charges to load lines based on quantity

I want to apply Miscellaneous charges to Inbound load lines and proportionate it according to the line quantity.

Currently it uses the weight of each line to calculate the charge per line. When the weight is zero for all lines, it uses the quantity. I need to always use the quantity and ignore the weight. Is it possible?

Hi Charlotte

Thank you for the response. I need to apply it to a Load and then PO. I am using TMS to apply the charges to a Load by using the manual rating form.
