Do i have the ability to extend the number of characters for account description from 30 characters to 50 characters or with this require some technical tool?

Unfortunately, you can not change the length of the field in Dynamics GP, it is not only about Microsoft SQL server, there is a dexterity layer included in which field properties are defined as well. In GP 2013, the account description field is already 50 characters.
Which version of Dynamics GP you are on ?

The account description field size is always 50 characters for all the GP versions.
