Express campaign on behalf another user

I am trying to send an express campaign on behalf another user. Everything goes fine except for that the recipients are excluded and mails not sent. I get a message that says: "you can't send emails as the selected user. The selected user has not allowed to do this or you don't have enough privileges to do so. Contact with administrator".

In fact I am the administrator :-). I have reviewed every option without succes. I have been almost an hour with a Microsoft engineer with no result. Any suggestion?

    The other user must allow this explicitly in his personal Options:

    going to File > Options in CRM, then clicking the E-mail tab and ticking the top box, "Allow other Microsoft Dynamics CRM users to send e-mail on your behalf.", followed by OK
