Hi,
Anyone know if is there a way to set all users to read only access mode? Or we really need to do one by one?

How do you set them to read only mode?
Via changing a security role or via which setting?
Did you try marking multiple users and do a bulk edit?

By setting the Access Mode to Read under the Client Access License (CAL) Information in the user form. When I select multiple users the edit button is disabled. It's CRM 2011 On premise

Can you try to create a new on demand workflow in settings -> processes for entity user.
There define an update step for user. Check if you can set to read access in set properties.
Then select the users click on workflow and run it.
This should then update all the selected users

Run workflow on users you would like to set as Read
