how to set up a "Pick", "Pack", and "Ship" procedure for SALES ORDER in Dynamics GP 2013 ?

The best way of this is using the Advanced Distribution module which allows you to define the workflow which needs to be completed during the process.
This is an Extended Pack module.
but advanced distribution module work with Fulfillment orders in dynamics gp 2013.
it doesn't work with sales order
Sorry, yes, you would need to use Fulfillment Orders instead of the standard sales order. The fulfilment order is a type of sales order; they behave the same way with the addition of the fulfilment process, which is the pick/pack/ship functionality.
Anything for standard sales orders would either be a process users need to adhere to without prompting or you'd need a customisation.
