Sharing E-mail Templates with other users HELP

Hi,

I created an opportunity E-mail template for my business unit, and i'm trying to share it will other users in my business unit, but it is saying permission denied when they try and use the template. Is there a way to allow only my business unit to use the template, or do I have to make it a global e-mail template?

So I shared the opportunity E-mail template with the organization, but one of my user's in the organization is still getting the access denied when they try to use the template. I looked at her security privileges and she should have access.

Any ideas?
