As ReportBuilder is opened for custom report, error pops "Data at root level is invalid. Line 1, position 1"

BC v19.02, W1
installation: OnPrem deployment


error: RDLC cannot be opened since error pops "Data at root level is invalid. Line 1, position 1"

description: I am trying to create RDLC layout for a custom report, but as I click on the custom report object file in File Browser of my project in AL, and select "Open Externally", the ReportBuilder opens as expected, but error pops:
Failed to open 'Report 50000 - Employee Tools.al'
"Data at root level is invalid. Line 1, position 1"

This happens for any custom report.

    Hi,

    Please download the report builder from the below link and the open your file manually from the downloaded report builder tool.

    www.microsoft.com/.../details.aspx

    Issue resolved.

    I was trying to open the report in the Report Builder from the *.AL file, instead of *.RDLC file.
