is there a way to stop/limit users from deleting notes in GP?

We use http://www.gpelementz.com/enhanced-notes.html to provide this functionality. It also allows you to tag notes with categories and some other features too.
Yes simply with vba you can do it.
If you have GP Power Tools, there is already an example customisation that can be downloaded and installed for free.
It prevents deleting or changing of already saved text.
I will be updating the example code soon to also date, time and user stamp notes as they are saved. I will publish the updated code on my blog at http://WinthropDC.com/Blog
