Check Existing Leads or Create new in Bulk ?

Hello Experts,

I want to check the existing lead records based on fullname and mobilenumber, if any record found with fullname and mobilenumber then fetch the lead-id in the list or  create a new lead and save its lead-id in the list, I am reading leads from an external data source and checking in the CRM within the console application. Here I have a very large population of lead to be processed so looking for the best approach to manage this requirement.

    This is the sort of operation that can be done quite easily in SSIS, using a lookup to the lead entity - as you have CRM OnPremise, you can use a SQL query for the lookup. SSIS is designed to perform well with very large data sets
