You are typically describing a 3PL flow, where you are playing a cross-platform role. You sell product and asks Vendors for direct shipments. Actually, this is not a supported behavior in D365F&O (10.0.25) and the ownership dim doesn't respond to this need (Also Ownership and consignment is for VMI), then you need a small extension in order to do that correctly.
First you need to create a warehouse for the customer and in this where house you will create Salles Orders that generates POs (Standard)
The extension will Ship the goods on the sales order once they get registered on thE PO after manual trigger or a batch running. so, the only thing you need to do is to
create sales orders => Generate PO => receive goods
then the system generates the Packing slip and the sales invoice.
