When to use Publish and Publish All

Hello Team,

I am confused when to use Publish and publish all.

We have a developer working on a solution.

Now I would like to add a option set to one of the entity. I have not created my separate solution.

Can I use publish or publish all to add a option set value.

Any help or guidance with pros and cons of using them is highly appreciated.

    Lets say you are working on Account and contact customization. You have created one custom field on both account and contact. if your current page under customization is account and you click on 'publish', this would publish only account related metadata changes while if you click on 'Publish all', it would publish both account and contact metadata related changes. 'Publish' is a subset of 'Publish all', publish works on a specific entity on which you are working while 'publish all' will publsih all metadata related changes in the system.
