Seemingly Inescapable Sandbox SOA Error

The Sales Order Agent in the Sandbox environment repeatedly throws this error, and I've been trying to fix it for days. The HTTP request toggle is on, the customer and contact information associated with the email I'm using to contact the monitored mailbox are also there. What else can I do?
