Restrict product Region wise in a same country

Dear Experts,

                      i want to restrict the products from Released Products (Compliance-----Restricted Products) in a same country but with different regions.

                      can any body help me to solve it,, i m doing it first time so no idea...

                      some errors are appearing like (Please create an inclusive country/region list for ### before creating a state list.)
