Docs.Microsoft.com for starting with development is worthwhile when you are trying out coding. A training course or book would be a decent starting point. This is a free resource: www.mynavblog.com/.../

Functional learning again I’d point to the docs site. It is worth taking the exam as well because it facilitates the learning and has a rough way of measuring it. Putting it into practice is more crucial though
