Granting Access to selected Business Users to "Customize Pages" in the Profiles (Roles)

I'm trying to find which role to assign to allow specific person's to Customize Pages for Roles. If I grant SUPER, they can do it. But I'm guessing there is something less global (less dangerous) than SUPER.

Any help is appreciated.

Default Permission set can be used & assigned against particular user or there is functionality of create new permision set with those operations required.
