I'd agree. I happen to be at the very last US Microsoft Convergence a few years ago. The AX and CRM sessions were in large rooms and you'd better show up early to grab a chair. The SL agenda was active and interesting but... much cozier. Small groups and usually partner-led. I probably should consider that SL customers are smaller companies and probably couldn't afford the summit.
As a rule of thumb, if you're not in construction, consulting or publishing business, there is no reason to go for SL. I mean, for a product-centric, or retail or logistic operations GP or AX should be it.
Having said that, there is no reason why not to produce a Spanish overlay. From a software engineering point of view it's a clumsy job (the reporting set is particularly ill prepared for internationalization), but you are right about the maintenance fee. Microsoft is supposed to fund this kind of work with the maintenance fee.
Solomon had already started a Latam operation back in the 90s from before the Microsoft purchase. So, when Microsoft took control, all previous engagements were honored (just like they continued to support C5 in Denmark, for example), including the maintenance of the Spanish overlay. In some other universe, this should be just another partner job, through the PLLP program. In fact, the complete name of the partner program is "Microsoft Dynamics Partner Localization and Translation Licensing Program". A partner oriented translation program already exists for Dynamics NAV. The thing is that in Europe, the culture-language-localization logic make sense. For instance, a partner might build an Italian translation with the help of Microsoft funds and hook it up with Italian laws, tax and reporting. So, translation and localization comes in a bundle. In Spanish this doesn't add up, you have at least 20 different countries with different laws, tax and reporting rules.
