Apply VAT Certificates (form C79) in HMRC?

My client has VAT certificates that they want to apply in BC HMRC to deduct payable VAT, i have searched a lot but did not find anything that relates to this problem. If this functionality exists than please let me know.

    You need to request them in writing, by faxing your request to fax number 03000 594271 on business headed paper, quoting your VAT registration number and the months for which replacement is required. Replacement certificates will be issued to your VAT-registered address.
