Modify Current Window is greyed out. How to I enable this for a user?

First, why would you want to let a user modify a window? Second, do you have Modifier installed?
That's it. The modifier add on is not registered. By user I mean developer.
You have to be licensed for Modifier to make modifications and you only need to be license for the Customization Site license to use the modifications. There is a big difference in price between these two. Usually your reseller provides the customizations but if you want to do them yourself you will need to purchase Modifier.
