Import solution not registering plugin steps

I'm having issues with the import of solution.

The steps are not being registed on import from Dev to QA. I had updated the SDK from 8.2 to 9 recently, changed the minor version(Changed only the assembly version but not assembly file version), and unregisterd the Assembly from Dev and reregisted and recreated the Plugin Steps manually. Before import I had unregistered the Assembly from QA and then did the import. When I try to import I'm getting this error. Please help.

    Do you already add your plugin and all the plugin steps into your solution? If not yet, you should do it.
