What is the difference of setting up a vendor as a temporary vendor as apposed to an active vendor? will they automatically be inactive after the voucher is paid? do they just not show up on the list of active vendors? what is the benefit of using this classification?

The benefit of using a Temporary Vendor is they can be deleted even though there is transaction history against them. Normal vendors cannot be deleted unless you delete the transaction history first.

Although you can delete the Temp Vendor, the transaction history remains. One typical use of a temp vendor is if you have to process a large volume of refunds to customers (such as in a utility company, when subscribers move away) and don't want to have to maintain a vendor in the system permanently for each refund check processed.

I was actually looking for information on temporary vendors to use with refund checks. I am not seeing that link on the site though.
