When using the New Look, the Rich Text Editor (RTF) controls used for Email Body and Description fields is not loading.

The issue disappears temporarily after emptying cache and doing a hard reload, but the issue comes back if you as a user disable the New Look and then activate it again.
Any suggestions on what could be the issue and how to fix this?
