I just asked around internally. Here is what the team did answer me.
Is the country version of the tenant CA? Then only the CA localization is available. The license only provides the permission to use the BE localization. The license does not influence the objects in the tenant / database. In the “old days” we had the cross-version-licensing guideline.
Basically, if you want to use BE functionality in a CA database, you had to take the BE objects, renumber them and then implement them into the CA database. Then you were able to use BE functionality in the CA database.
This may be still possible with extensions. Maybe someone else from partner community has done this exercise already. This is typically not done by Microsoft.
