Resource availability not showing

I setup a route for a demo and have a resource that is showing as available on one operation and not the other. Both operations have the same resource requirement and same setup. The resource is not set to finite capacity. I am unable to schedule a production order because of this issue. See the screenshots for the comparison. 
I'm bewildered. Thoughts?

    Hi,
    By querying relevant documents, you can define multiple requirements on a routing, but the resource type you define must be consistent with other requirements.
    For example, you cannot define one requirement for a resource of the type Tool, and then define a second requirement for a skill, because a tool cannot have a skill. The correct resource type is Human resources, because human resources can have skills.
    You can, however, define requirements that take into account potential changes in the future. For example, you can first define a resource group, and then define a resource that is not presently a member of that resource group. You only get an error if the resource is not a member of the resource group when the production is planned. This is because resources can be moved from one resource group to another after requirements have been defined.
    Since the resource is not a member of the resource group when production is scheduled, it shows the same problem as yours:

    Please verify whether the resource is linked to the calendar or not. Also, shift is assigned to the calendar or not.
