I'd like to create a workflow that checks for after hours and weekends. So that emails are not sent except during business hours.

You might be able to do something using tools in the Workflow manipulation library, as long as you want to relate only to fixed hours and days of the week, not try and deal with CRM Business Closures and public holidays
