Object address not found on party or party is marked as non-emailable

I am receiving the error Object address not found on party or party is marked as non-emailable when saving a custom entity. The error is caused by a workflow that is trying to send an email.

I have ensured that the sender and receiver of the email have allow email set to true. 

Are there any additional diagnostic steps I could take to determine the problem.
