Upgrade of MSCRM 2013 to MS CRM 2015 Failed with error : Microsoft.Crm.tools.Admin.setStateForNewOptlnRulesAction failed

Hi All,


While upgrading MS CRM 2013 to MSCRM 2015 using below 2 methods,

 - MS CRM 2015 In-Place Upgrade of an organization

 - MS CRM 2015 upgrade through Deployment Manager


we may notice below error,

Microsoft.Crm.tools.Admin.setStateForNewOptlnRulesAction Failed

The plug-in execution failed because no Sandbox Hosts are currently available.

When searched for solution, I found Sandbox service might have been stopped which causes this problem, but on my server Sandbox service was working fine.

Later after some R&D I noticed, This error is occurs while publishing Plug-ins and if the organization has "Sandbox" plug-ins.

Solution:

Later I updated the existing plug-ins running in "Sandbox" Isolation mode to "None"

The Upgrade worked fine. I am expecting "Microsoft" to provide the solution.
