I have a new Dynamic 365 Customer Experience Environment. I have followed the process here:

I have two issues. When I attempt to publish a mobile off-line profile I get the error below
The off-line status setting Work in offline mode selection button is grayed out.
Publishing this profile will download data to peoples' devices. This may take a few hours.
