Printing 1099 IRS Form - my id. numbers are printing in the red shaded area!! Help!!

I'm trying to print the red form 1099-MISC Forms to send to the IRS. My only problem is that both of the identification numbers are printing in the red shaded area. When I go into report writer to fix those two boxes, it moves the numbers down so they print on the line of the box. It will not let me move it a smidge - it jumps way down! I don't understand how the customized form in GP does not print correctly onto the IRS form. Even QuickBooks prints correctly!
